4 tablespoons unsweetened cocoa powder
1 ½ cups milk chocolate chips
2 cups whipping cream
2 tablespoons sugar
Whisk cocoa powder in hot water.
In the microwave, melt the chocolate chips just until smooth.
Add the cocoa mixture to the chocolate chips and stir well.
Allow mixture to cool to room temperature.
In another bowl using a mixer, beat the whipping cream and sugar until stiff peaks form.
Mix in the chocolate mixture until well combined and smooth.
Refrigerate mousse until cupcakes/cakes are completely cooled and then ice.
